POLICIES AND GOVERNANCE

The Exeter Region Cooperative District--SAU 16 is governed by a nine member Board of Education.

The Board of Education is the governing body responsible for establishing policies and providing support for quality educational opportunities for all students.

The current (2000-01) members of the Board are:

An analysis of the online version of the Exeter Region Cooperative District--SAU 16 Board of Education Policy Manual and related documents indicates that the policy manual is generally well-organized and up-to-date.

The policy statements are, for the most part, direct and succinct.

The online version is easy to navigate, but the link from the district homepage could be highlighted more effectively.

Links within the document need to be checked to make sure all are active and up-to-date, and adding the policy label (letter) to the policy title in the table of contents would facilitate searches.

Several policies associated with effective schools have already been adopted in the following important categories, either as separate policies or as well-articulated sections of related polices:

The Audit team notes that several policies related to effective schooling are not present or need to be strengthened.

While some of the following topics may be addressed in other policies or within administrative procedure guidelines, or are practiced informally within the District, distinct policies or statements in these areas are not apparent.

The team suggests that the Board of Education give attention to the development, strengthening, and/or expansion of effective policy in these areas.

Model policy statements in each of the following areas (as well as other areas related to effectiveness, noted above) are included in Appendix E of this report for Board of Education review and consideration:

  • Homework Staff Development School-Site Management
  • Parent Participation in School Governance School Unit Accountability
  • High Expectations of Staff and Students
  • Policy on Curriculum and Content Equity Recognition of Outstanding Performance of Students
  • School Climate
  • School Standards
  • Data-Based Decision Making
  • Access to Computers and Other Technology for All Students
