APPENDIX B: Districtwide Results on Norm-Referenced Tests
In 1998-99, students were tested in grades 3, 4, 5, 6 and 7 on the Stanford 9 Achievement Tests. The following Table and Graphs shows performance across the grade levels in reading and mathematics compared to the cohort mean and effectiveness level:

APPENDIX C: Districtwide Results on Standards-Based Tests
The Illinois Standards Achievement Tests (ISAT) were first administered in Reading, Writing and Mathematics in 1998-1999. (Social Studies and Science were not tested in 1998-99; tests in these subjects begin in 1999-2000.) Scores from this year are considered the baseline for measuring future progress. Because state-mandated tests vary greatly from state to state, it is not appropriate to compare results on the ISAT to results from other states on their statewide exams. Furthermore, because the 1999 scores are the first scores from this, it may not be appropriate to compare one district’s results to those of other districts statewide. Scores from the ISAT are also not comparable to scores from the previous state-mandated tests, the Illinois Goals Assessment Program (IGAP).
The Tables presented below are to be used for consideration and review of performance within the district only. In spite of the general limitations of comparing this first year’s results, it may be useful to examine performance among schools and relationships to state passing percentages (% of test-takers that met or exceeded state performance standards) as district leaders move forward to make decisions about resource and staff allocation.
