Here are brief profiles of the six consultants who conducted the SchoolMatch audit.

  • Thomas S. Tocco is superintendent of the 81,000-student Fort Worth Independent School District in Texas, the seventh-fastest-growing large school system in the nation. He's raised his district to include 40 schools rated "exemplary" or "recognized" by the state of Texas, and none have a rating of less than "acceptable." He was superintendent in Cobb County in Georgia and St. Charles Parish in Louisiana and assistant superintendent of Pinellas County schools. Named among the 100 best school executives in the nation by Executive Educator Magazine, he holds a doctorate from the University of Florida in Gainesville.

  • Steven M. Sundre serves as executive vice president and chief financial officer of SchoolMatch and as a distinguished research professor at the University of Dayton in Ohio. He is a former executive director of the Accrediting Commission on Education for Health Services Administration in Washington, D.C. He holds a doctorate in educational leadership and organizational behavior at Ohio State University.

  • William R. Mason Jr. is vice president for consulting services at SchoolMatch and adjunct professor in the University of Dayton's School of Education and Allied Professions and American College of Forensic Examiners qualified expert in school litigation issues. He is a former assistant superintendent of Newark, Ohio, schools with a master's degree in educational leadership from Kent State University.

  • Cameron Harris, senior SchoolMatch executive consultant, is the former assistant state superintendent for assessment and reporting for the Virginia Department of Education, where she developed the state's Standards of Learning tests. She holds a master's degree in curriculum and supervision from the College of William & Mary in Williamsburg, Va., and completed advanced graduate courses at UCLA and Virginia Polytechnic Institute.

  • Billy K. Cannaday is superintendent of the 50,733-student Chesterfield County School Division in Virginia and was previously superintendent of the Hampton, Va., schools. He has marketing experience in the private sector and holds a doctorate from Virginia Polytechnic Institute in Blacksburg, Va.

  • William L. Bainbridge, president and CEO of SchoolMatch and distinguished research professor at The University of Dayton in Ohio. Once named educator of the year by the Ohio PTA, he is former superintendent of three school districts in Ohio and Virginia. He holds a doctorate from Ohio State University and completed post-doctoral studies at Columbia University.
