School System Policies and Governance
The Polk County School District is governed by a seven-member School Board. The School Board is the governing body responsible for establishing policies and providing support for quality educational opportunities for all students. The current members of the School Board are:
An analysis of the online version of the Polk County School District School Board Policy Manual and related documents indicates that the policy manual is generally up-to-date and well-organized. The online version would benefit from an overall table of contents to ease navigation for the user, and indicating chapter titles on the main page of the manual would assist users in locating information. The following policies associated with effective schools are found to be in place in the Polk County School District School Board Policy Manual:
School district officials pointed out that a number of guidelines and procedures related to testing, program evaluation, and educational research appear in a related document, the Polk County Schools Pupil Progression Plan. Specific references to the periodic reporting of student performance data, instructional objectives, and superintendent/principal leadership are located in this document. Officials also note that it is the philosophy and practice of the district to not repeat statutory or State Board of Education Rules (SBER). Topics such as the principal’s authority over school personnel, parent participation in school governance, and curriculum and content equity are addressed in statute and/or SBER. The SchoolMatch site visit team has observed that effective school systems create a single, easily accessible source of policy information to enhance accessibility and ease of use, and to provide a centralized record of all policy adopted by the School Board. These centralized documents are generally separate from procedural manuals, administrative guidelines, or statements of statutory requirements. Their function is to provide all school district constituents with an easy to locate and use source of district policy that is concise as well as comprehensive in addressing all the areas of effectiveness. The site visit team suggests the district consider incorporating brief policy statements within one central policy document, with references as needed to specific sections and page numbers of documents where procedures, guidelines and/or detailed discussions can be found. The site visit team notes that several policies related to effective schooling are not present or need to be strengthened in the central policy manual. While some of the following topics may be addressed in other policies or within administrative procedure and guidelines, or are practiced informally within the district, distinct policies in these areas are not apparent, nor are there references to where such information may be located. Model policy statements in each of the following areas (as well as other areas related to effectiveness, noted above) are included in Appendix E of this report for School Board review and consideration:
Creating an on-line (read-only) School Board Policy Manual is of particular importance in large, growing school districts such as the Polk County School District, and the district is commended for creating such a document. As the Polk County School Board Policy Manual is revised and improved, efforts should be pursued to keep the online manual current and available to all school district personnel as well as to community constituents.
